Strategi Pengembangan Sumber Daya Manusia Dalam Meningkatkan Mutu Pelayanan /Kesehatan Di Rs Dr. M. Yasin Bone

Organizational effectiveness depends on the good and bad of developing human resources (HR). Human resource development on a macro basis is a process of increasing human capacity in achieving the nation's development goals which includes planning, development, and management. Meanwhile, micro human resource development is a process of planning education, training and manpower management to achieve optimal results. The purpose of the study was to determine the HR development strategy, the obstacles faced and determine solutions to face obstacles in the development of human resources towards improving the quality of health services in hospitals. The research method is descriptive qualitative through interviews with several sources, observing activities and policies that occur in the hospital environment accompanied by strategic plans, activity reports, photo documentation as complementary research data. Based on the results of the study, it was found that the HR development strategy in hospitals was focused on non-physical aspects including the recruitment system, placement process, education and training of hospital employees with reference to the current hospital HR management. The constraints found in the system of recruitment, placement, education and training have an effect not only on human resource development but also on improving the quality of health services in hospitals. Therefore, a solution was found to overcome these obstacles through the '7P Model' HR management strategy in which all these aspects are mutually sustainable with each other and combined with the current hospital HR management.
